The "reformat number" rule allows you to change the layout of any given number. You can select the layout by choosing the separators and the number of decimals it should contain. An example is when your prices exceed 10,000 and you would like to change the format of the number. A price of "9000,00" can be reformatted to "9,000.00" with this rule.
